Cross-certifying entity public key infrastructures (PKIs) with the TSCP Bridge Certification Authority (TBCA) is a 3-step process. This process is designed to achieve a mutually reliable trust relationship at an agreed-upon level or levels of assurance. The target start to finish time for the cross-certification process is 90 days, but can vary significantly based on: 1) timeliness of applicant responses and 2) number of application discrepancies.
The steps are:
Step 1: Express Interest – This step allows an Applicant to express interest in cross-certifying at one or more assurance levels and describe the nature of their PKI by completing an Expression of Interest Application. The application will be reviewed, a vote will take place whether to accept or reject the application, and a Statement of Mutual Interest will be supplied to the applicant.
Step 2: Initial Review – This step allows the TBCA to review core documents that are in the critical path without requiring the full cross-certification package to be prepared by the Applicant. A certificate policy to certificate policy mapping will be performed. The results of this mapping and a template Master Trust Framework Service Agreement (MTFSA) will be returned to the applicant for consideration. This is an interactive and iterative process between the Applicant and TSCP.
Step 3: Full Review – This step allows the TBCA to review and perform its activities to make a final approval and complete the cross-certification process. In this step, the applicant submits the full cross-certification package and analysis, and testing activities are performed. Again, this is an interactive and iterative process between the Applicant and TSCP. Upon completing all tasks successfully, the TSCP Policy Management Office (TPMO) and the Applicant agree to the MTFSA and the cross-certificate(s) are issued.
Step 4: Maintenance Phase – This phase includes the annual renewal process and other maintenance tasks that sustain the cross-certification relationship over time.
